MONARCH IS THE HEAD OF STATE. He exercises power over country. Among others defines the law or the level of taxes. He is the initiator of various regulations. He has the right to contact and negotiates with the rulers of other nations. His signature initiates the construction of new cities. And even  expansion already built. He has the state treasury at its disposal, (obtained mainly from income, taxes). Although the monarch is officially the head of state, he shares power with governors – in other words, representatives of their own provinces, chosen by its elite. By the way, appointed by the king. Governors of all provinces meet regularly with the king. He listens to all representatives. Both; the state of their provinces and proposals for change or reform. The king might or might not respond to them. Governors in return can put pressure on the king, trying to get something from him. They can also create a block with specific claims or postulates. They can threat passive protest against the monarch.
